The beauty of the new rookie pay scale is that they can move on quickly. For Cleveland its not that Weeden is or will be a bust, but they can probably afford to have another top pick who is a potential upgrade. Jacksonville could easily move on from Gabbert, and teams like Kansas City and Oakland can pair up a young guy with their overpaid vet.
The Weeden situation is just so unique because of his age.
